Reorganise Nix setup + Set up CI #10

Add nixkell.toml to set GHC version and available tooling in the env
Set up Nix based CI
Bump GHC to 8.10.4
Add Haskell (ormolu) and Nix (nixpkgs-fmt) formatters
Use nix-build-uncached
