Clearer documentation for gulpfile.babel.js

While the gulpfile works, it probably could use some clearer documentation. Specifically:

• Why do we have both dist/serve
• What do each of the main tasks do
• What do the index tasks do, why do the different, and how do they do it
• Why does dist have build and serve have `start?
