can't get the order I need. #3

Hi, thanks for the plugin, It does indeed reorder the categories list. However, I've spent at least an hour over the last few days trying to get the order as it appears in admin. The best I can get it is upside down from what it should be. Seems I've tried at least 20 possabiities. how does the ordering for categories work? Is there an example of settings vs. actual site output?
