[ci] switch to PEP 517/518 builds #221

This PR proposes a bunch of packaging changes, to keep up with the direction Python packaging is moving.

removes setup.py in favor of pyproject.toml + setup.cfg
uses a {latest_release}.99 version for unreleased commits on main
explicitly tests sdists and wheels with some static analyzers
simplifies publishing to PyPI and updates versions of GitHub actions used to do that
