document CLI with sphinx-click #39

Should use it to generate docs for the cli part of this project!

Moving to 1.0.0, as I think this issue is more appropriate for the 1.0.0 release. The 0.3.0 release is more based on the hardening the testing set up for the code.

Anyone could contribute this at any time though!
