This site provides a DB with ~6000 phonetic transcriptions. Need to contact author and ask. EDIT: Author is Marc Miyake, PhD, currently working at the British Museum, it would appear. Have emailed.

This website Tangut.info provides phonetics for characters from Lǐ Fànwén's books 夏漢字典 (1997 & 2008 eds).
