Mainly requesting a pull for a 'sanity check'.

I'm sure there's cleaning that could be done to what I've done so far and lord knows whether it's fully functional, but knowing that I'm not totally off the rails before putting further work in would be great. :)

Added some comments; all looks generally on the right track to me. Made a couple comments; the only outright wrong thing I've seen so far is that I don't think you've successfully made the tactics cards indestructible.

Also might be a good idea to add some stub implementations of all the cards in the deck that don't do anything; can't actually load the deck in until those exist.
