Tattletale's Overload prints a message 9999 times out of turn #51

AdditionalPhaseActionThisTurn has a bug where it doesn't early-exit off-turn, so Tattletale's hacky information overload solution of giving her 9999 additional powers ends up printing the "you can't use a power" message umpteen times. Either work around the issue or implement the card more directly.
