Make _data the root of the repo and move the web framework down a level? #38

I think it's slightly more contributor friendly if the data yaml files are in the root, and the rendering content kindly contributed by @vsoch was a level down, or on a branch. Would require some build jiggery-pokery to work nicely with GHP, low priority.
