Weekly or time-based awards #8

@nicolas-duvauchel raised this as a comment on #2:

Would love to have weekly achievements such as player with the

  • most points gained/lost
  • most places gained/lost
  • best/worst avg score/game
  • highest/smallest points exchange (Σabs(player_game_points))

It's significantly different from the achievements in #2 that it deserves its own issue.

I think we could easily implement some of these achievements if we had an API to see the ladder at a given point in time
