EIN prefix 47 blocked #134

What steps will reproduce the problem?
1. Create a document with an EIN field
2. Try to enter using a prefix of 47-

What is the expected output? What do you see instead?
Should allow the EIN, but blocks with an error saying it's not a valid prefix.

The list of valid EIN prefixes comes from this IRS document:

47 is shown listed being reserved for future use.  It does say that 47 was 
previously assigned to the Philadelphia campus, so perhaps they issued EINs 
using the 47 prefix before this chart was created?

Added the 47 prefix.  Released in patch 0729 and will be in the 14.8.23 release.
