Reformat annotation popup window using an HTML table #46

The text margins don't line up perfectly because we're aligning the left margin with spaces, and the label letters aren't all the same width. It looks messy.

A table will also allow us to use that white space above the Drop Data button. That's where we can put the direction ↓ arrow.

I remember trying this a while back and it didn't work out. I'll try again in the future, with low priority though.
