As a user I want to have an up-button In order to easily go back to the top of my page without scrolling

Description

Acceptance criteria

• [ ] When the user scrolls down a page, a button appears
• [ ] By clicking the button, the user gets back to the top of the page

Tasks

• [ ] Create and switch to branch feature/up-button
• [ ] Create a component buttonUp.js
• [ ] render a button, thats clearly indicates "up".
• [ ] implement logic, that the button appears after scrolling down and leads back to the top of the page, by clicking it.
• [ ] render the buttonUp component in Layout.js
