Identify caller ID and Context from database and make outbound call #18

If caller ID doesn't exist in database, platform should do callback and caller should hear welcome message(i.e.,from level1).

If caller ID already exist in database and caller had completed survey till level 9, platform should do call back from level10 to continue the survey.
