empty tag #10

allows to sweet empty tag which is not correct, it should message that it is not valid or should not allowed to choose from the list unless some text is entered.

Every annotation may or may not have a tag, so why cannot there be a swt with an empty tag. I am marking this bug as invalid. If you think this has to be addressed, please reopen the ticket.
