Cupcake usb0 device UP when USB Debug marked as off #134

What steps will reproduce the problem?
1. Settings -> Applications -> Development -> USB Debug -> MARK OFF

What is the expected output? What do you see instead?
netcfg usb0 should be DOWN, except the netcfg/ifconfig still shows the usb0 
device UP.

What version of the product are you using? On what operating system?
Cupcake 0.2.0 RC1

Please provide any additional information below.
This interfearse with WiFi connection on a 192.168.0.x network.  Android 
does not know which device to route trough, resulting in WiFi connected, 
but no data communication.

it seems, that usb debug off stopps the debugging, but not the interface.
it's not an error, because android is build for more devices and it's not usb0 
or something for everyone...
but we can think of another solution, this should be the same for master I 
guess.
