Change PIL to pillow for better future support #43

pip installing PIL was failing on RTD, causing all other requirement imports to fail. Hoping this will fix it.

Coverage remained the same at 40.08% when pulling 58a4c0caf430b84a12a11e02170ffa6b90c1e540 on jni:rtd2 into d7bbd2844020f47f462e8766c62e46d7613d8dbf on janelia-flyem:master.
