Correct environment variable order in jpm install example #22

sudo does not respect environment variables set prior to invocation, switch order in README example

When trying to install jpm with PREFIX=/usr it retained PREFIX=/usr/local. Realized that sudo doesn't respect ENV set beforehand and switching the order worked
