Options don't limit to selected sourcebooks when that option is changed after "New Character" #11

What steps will reproduce the problem?
1. Tools -> Additional Source Books -> Select All -> Okay
2. File -> New Character -> Select Priorities -> Okay
3. Add a Quality
4. Removed the Quality
5. Go to Tools and Deselect Source Books
6. Go to Add Qualities

I'd expect to see only qualities from the selected sourcebooks, instead I see 
all of them.

What version of the product are you using? On what operating system?
