Since we already have a config file, just overwrite that one.
Make it accessible in the start menu and the pause menu.
Most params from the config file are too technical / stylistically important to be user-facing, but the mouse sensitivity and maybe the base dialog speed should be in there. We could also add a factor to the sound effect playing loudness and let it be configurable.
