pasted cookie values with quotes don't work?

What steps will reproduce the problem?
1. copy a cookie in a tab on one site (e.g., developer.mozilla.org)
2. paste the cookie in another tab on another site (e.g., localhost)

What is the expected output? What do you see instead?
expect cookie to work identically. instead, I have to edit the pasted cookie 
value and remove the "" marks.

What version of the product are you using? On what operating system?
Firecookie 1.2.1 on Firebug 1.7.1b3 on Firefox 5.0a2 (Aurora) on Mac OS X 10.6
