Binaries should be signed and notarized: https://goreleaser.com/customization/notarize/

On macOS requires Apple Developer license which is $99 per year.

On Windows, requires what exactly? Some kind of MS developer license? $200 per year?

Since this requires paid licenses, most likely will not happen.
