Hovel is a reaction card, and should have blue background, not black #488

Reproduction Step:
Run a Dark-Ages only game.

Expected Output: 
In Dark Ages, Hovel is "REACTION-SHELTER". I believe this should make is a 
blue-background with red-border card in the graphics.

Current Behaviour:
Hovel is black-background with read-border, similar to Necropolis which is an 
"ACTION-SHELTER".
