Sarah will fill her deck with nothing but rats

What steps will reproduce the problem?
1. Play a game with Sarah AI and a Rats pile in supply (most reliable if no 
other card allows trashing)
2. Play long enough for Sarah to start buying rats
3. Play a few more turns

What is the expected output? What do you see instead?
Should not play rats when only high value cards are in their hand, or when the 
hand is all rats

Instead, she always opts to play rats, no matter what.  End result is a hand 
with every available rats card and nothing else.

What version of the product are you using? On what operating system?
Androminion 4.01
Android OS 2.3.4
Phone Droid 2

Please provide any additional information below.
It is likely that this behavior will show up in other trash-happy AIs.  Similar 
problems sometimes come up with other trash cards that provide additional 
benefits beyond card destruction.
