What steps will reproduce the problem?
1. Download an ft.com csv file and run through hle-ofx-quotes. The ofx file
created contains no data other than standard header etc.
2. Edit the csv file to convert to ANSI (I used notepad++) and it works fine

notepad++ says an old ft.com CSV file is ANSI compatible UTF-8 and a new one
plain UTF-8. I have reported the problem to ft.com. Will let you know if they
admit to a bug.
