cefsimple.exe on windows 7 stop painting when opening file dialog #1347

What steps will reproduce the problem?

1. On windows 7, choose Theme Windows 7 Basic.
2. open cefsimple.exe with any url including tag <input type="file">
3. click open file and open the file dialog.

When the file dialog popup, it's parent window stop painting.

I'm using CEF3, version 3.1916.1781, 32 bit version, and windows 7 x64.

Please provide any additional information below.
when choosing windows 7 aero theme, everything is ok.

I confirm also for cefclient and other application we have using CEF3.
CEF1 does not have this issue.
