Stored addressees can't be loaded from Preference Store and changes can not be persisted

What steps will reproduce the problem?
1. Open Preference Page for Addressees
2. There are no addressees in the list
3. Click "Restore Defaults" and "OK"
4. Reopen addreessees' Preference Page.

What is the expected output? What do you see instead?
The restored addressees should be listed in the Preference page, but the list 
is empty again.

Please use labels and text to provide additional information.
I tried it under Windows XP SP3 with Eclipse 3.7.1. It think the Preference 
store has become corrupt.
