German "Umlaute" will be lost when reopening a documented artefact #88

What steps will reproduce the problem?
1. Open an undocumented interface.
2. Add documentation "Ühh".
3. Close and reopen the interface.

What is the expected output? What do you see instead?
I expect to see "Ühh", but I see "hh".

This problem should be fixed in general and not only for Javadoc.

This issue belongs to the Java parser project of iDocIt!. The DTDs must be read 
always before they are used, as the file handler closes after each parsing 
process. Otherwise the DTDs are not accessible and therefore no entities can be 
resolved.
