at the moment many projects require a properties file, otherwise they fail to execute
properties should be optional and use a default

A single properties file at root is acceptable for the beginning. Every property should have a default. The properties file itself and every property should be optional.

if the properties file at root is not found, the template is used instead.

Also clarify semvis.properties vs. ogvic.properties: check git ignore files, READMEs, Wiki. Look at root of the parent project or a configurable place, not root of the machine!
