I've added my own version of this flag.  It's available from my site.  Feel 
free to add 
it to this collection.

Even though the internet suffix for Jersey is 'je', it's not a country and so 
I've 
adopted the convention used elsewhere in FamFamFam flags and given the file the 
name 
'jersey.png'

You're right that the border on my image was a bit dark.  Unfortunately I've 
closed my 
PSD without saving.  Shouldn't be hard to correct though.  Might be nice to 
provide a 
PSD/XCF file with the correct border as an semi-transparent topmost layer for 
future 
flags to use as well.

Actually I think your border are more in line with all the rest :).
The flags that I uploaded are based on an icon I found on Google, scaled it to 
16
pixel width and the added a border by setting the contrast to -50 in Gimp.

When I get to look at it again, then I can check out the japaneese flag and 
find the
correct values.
