Several updates to support all dynamo backends, GPU/CPU and skiplist

Contribute my local changes to upstream for others' repro, major changes include:

Support all dynamo backends, inductor by default.
Support two evaluation mode: GPU/CPU, GPU by default.
Support skiplist: skip the models that using legacy syntax, the features dynamo doesn't expect to support, etc.
