tom-ui should complain when it can't find tom #45

Currently, when starting tom-ui without having tom installed (or installed and not in the $PATH), it will silently do nothing. As experienced when clicking the "Import → Watson frames.json" menu item and selecting the frames file. It worked right after tom was made available.
