feat: update for latest swc_plugin #4

With this we can build the plugin against the latest version again.

The template for generating a new plugin now comes with a package.json which I've included in its empty form too. Feel free to complete that.

I think this can be closed since the commits were cherry-picked in https://github.com/jantimon/css-variable/pull/7.
