[e2e] add custom theme test automation #1280

Description

Adds automation for applying and testing custom themes:

applies the custom theme configuration though the configuration file
checks a few css properties to verify the theme is applied
takes screenshots for manual inspection

Which issue(s) does this PR fix

Fixes RHIDP-2081
