The link currently points to https://github.com/backstage/backstage/tree/master/plugins/pagerduty, which has been deprecated and removed since https://github.com/backstage/backstage/pull/21436/files#diff-c40ad827a5d2ab0c4a968caf8af236f6ba6df1770efe951653907901df545900

New home for this plugin is actually: https://github.com/PagerDuty/backstage-plugin, which we are referring to in the dynamic plugin wrapper: https://github.com/janus-idp/backstage-showcase/blob/main/dynamic-plugins/wrappers/pagerduty-backstage-plugin/package.json#L23
