chore(renovate): rework config to break down PRs

Please explain the changes you made here.

• Reworked the config so we have smaller, bite sized PRs that will hopefully make things easier to merge
• Dashboard restricted Python PRs because upgrades could potentially cause conflicts (e.g. see mkdocs-techdocs-core requirements). There is currently no way to pin down the versions
• For a preview of these changes, see the dependency dashboard in the test repo
