Which issue(s) does this PR fix

Make changes from #84 dynamic, so we don't need to deal with issues like https://github.com/janus-idp/backstage-plugins/pull/439

https://github.com/pnpm/action-setup#version should support resolving pnpm version from the packageManager field in package.json
