Allowed Service Providers issues

• [ ] When I create a new Identity Provider I expect to see "Allow All", or "Allow None". Instead I see nothing. If it's not All, not None and not a set of specific entities I am unsure which entites are allowed to connect.
• [ ] When I select Allow All and save, my check is gone.
• [ ] When I select "Allow none", then check an entity, then uncheck an entity I expect "Allow none" to be checked again.
