Have a try with the German locale. It doesn't look as nice as with English. You may want to wreck your brain, how to locale-dependently arrange the words... :)

BTW, you want a recipe created for WordClock, or not yet? I think, at with the English locale, it's very nice.

In german is the order of the words correct? I have some ideas but we will see if I can simplify the process.

Yes, if it is not too much trouble I would love to have a recipe... Thanks!

There is a slight problem when using the German locale. In English you say "It Is Twenty Five Minutes To/After Three". In German you concat the other way around: "Fünf-Und-Zwanzig". Reading from the clock "Es Ist Zwanzig Fünf Minuten Vor/Nach Drei" is a bit jarring.

I wonder if some algorithm could be found that assembles the needed words and their order from a list of 12 translatable phrases that tell the time for every 5 minutes of an example hour:

1) It is one o'clock. 2) It is five minutes past one. 3) It is ten minutes past one. 4) It is quarter past one. 5) It is twenty minutes past one. 6) It is twenty five minutes past one. 7) It is half past one. ...

The German translater would have 6) as "Es Ist Fünf Zwanzig Minuten Nach Eins".

It all gets rather compleicated, eh? :)
