Allow 1-255 RGBA values in settings, alongside 0-1 values.

• Add a settings color helper to generate a color from rgba values with two modes:

0-1 -> use the decimal value directly 1-255 -> divide by 255 to get the decimal first

• Modify the settings loader to use the new settings helper.
