Scratch buffer #22

Some love, it some hate it, but the scratch buffer is standard Emacs. I would like to submit a pull request to faithfully replicate that functionality in emsys. Please let me know if you would like that.

Sounds good to me, although the scratch buffer's lisp interpreter behavior will be difficult without a lisp ;)

With a lisp its 'thkrath buffer'! I am adding this into the pull request now, because I just noticed part of that logic is already in there in KILL_BUFFER.
