[ ] Turn .travis.yml and appveyor.yml into templates with plenty of comments
- In the same spirit as rust-everywhere
[ ] ??? See unresolved questions
[ ] Update README with instructions
[ ] Add a CHANGELOG
[ ] Rename from "smoke" to "trust"

Versioning scheme for the templates
Figure out some mechanism to inform users that a new version is available.
- This will likely be embedded in the .travis.yml and appveyor.yml files
