I420 color space error #391

New unittest TestI420 has an error of 6, which is a bit high.
The comparable TestJ420 has an error of 3.

Suggest writing a reference function with floats for comparison.

Consider an unsubsampled version for tests.

I422 and J422 tests added, but error is same.
