Apply slowness to players carrying filled drawers #1097

I thought that carrying filled drawers was a bit too powerful, so this gives you slowness unless you apply a portability upgrade, which is crafted with shulker shells. Can be completely disabled in the config, and is off by default.

Realize this PR is pretty old, but I think it's a good option to have. It will be part of a major content update shortly, 12.6.0.
