Development of this feature would be helped out by #5 , since testing the delta feature on the entire DH will be infeasible, while the current infrastructure is based on .zip files (DwCA files) which for the entire DH in opendata is way too big. Plotter's rake commands really want a uniform way of specifying resources, whether they come from opendata or are created locally for test purposes.
