Just a question, not real issue: how to compile standalone oathtool.exe for x86_64 Windows ?

I want to know how to compile binary for Windows. The one i found after googling is very old (2019) version untested https://download.multiotp.net/tools/oathtool_2.6.2_windows/

I hope you'll excuse my issue related to this quick question.
