Set bin_end_notincl=100 when bin_start_incl=13 #8

For our week ahead forecasts we have a 13+ bin. Since ILI are % can we set the right endpoint to be 100 rather than ?

Yes, that should be fine. I will update the template, resend, and update the copy in the package.
