Instead of compiling in all languages, all the time.

[x] Ensure part of web build
[x] Ensure part of WebView2 build for Steam on Windows
[x] Ensure part of Electron build for Steam on Linux
[x] Store as JSON
[x] Load via fetch, I guess...
[x] Ensure that English strings are always compiled in!
