Add configuration options to Eclipse IDE #99

A bunch of related enhancements that we discussed today.

1. Add editor for PlannerConfig.xml to NDDL launch configuration.
2. Add editor for EuropaConfig.xml to NDDL launch configuration.
3. Also add ability to turn on/off the 'allow violations' setting in the Solver 
view.

Note that Javier hasn't added the violations things to EuropaConfig yet, but 
will (see ticket #98).
