Analyze communication strength and voting patterns #32

Goal: Using communication strength between communities, answer the following question: Controlling for proximity, do communities with strong communication channels tend to vote similarly?

I believe there is municipal level voting distribution information on one of the Guatemala government website. Check the guatemalan department of statistics

Maybe use this source: http://resultados2015.tse.org.gt/2v/resultados-2015/ Can download sets for each department and merge them
